Starting January 1, 2005 freight forwarders, truckers, customs brokers and many others will be required to report "undeclared shipments" to the authorities risking hazmat fines and penalties for their customers.

This may be a BIG change for some companies as in the past, the only entity that was required to report an undeclared shipment was an airline. Now it will involve truckers, forwarders and anyone else in the transportation chain.
