Airport Checkpoint Due to a recent DOT ruling it has been determined that once you place your bags on the belt at the checkpoint or offer your baggage at the ticket counter, you have "offered" your good for transportation. If the FAA or TSA finds any hazardous materials in your bags you are in violation and could receive civil or criminal penalties. I got a phone call in the past year from a guy who was stopped at the checkpoint for carrying fireworks in his luggage. He was detained and and the FAA was notified. He received a proposed fine of $20,000 dollars. He called to see if we could help in penalty mitigation. When I told him that $20,000 was a little steep for an individual (normally it's from one to five thousand dollars) explained that he was a pilot!
